What's the counter to hard target + body armor?

If they're nimble or bellow, penetrator rounds to the body. If they're mighty, there isn't a counter. The best you can do is try to get a hatchet on them.

I've found the Partisan with penetrator rounds works well.

Ok I see I was right then. I went against dkpowa (wasn't the only 1 that uses this) and he had the loadout but couldn't do anything. He had the burly character and I usually aim for the head and neck.

Anything with penetrator rounds. Explosives go trought the armor as well like thunder dragon or tools. Deep Freezer also works but it requires a good aiming. I personally when i want to completely own i go with the huntsman with penetrator rounds but it requires some nice skill. When i want to have fun i go with deep freezer wich is hard to hit but got a solid splash damage. I also like impact granades to finish them off when they are close to me, i use them a lot after i freeze someone to pop them or when there are a lot of people sticked together.

oh man you gave me a idea too lol. I never used impact garnades so I'll just toss em and freeze them

What the others said. Hatchet or, failing that, a weapon that can put out a lot of damage in a short amount of time, equipped with penetrator rounds. I use the Gatekeeper, and that tends to do the trick. Of course, fast movement, feints and good aim are also very important.

Hatchet is definitely the most effective counter for it.

Deep Freezer's also a good choice since it ignores armor and can rack up damage and freeze quickly.

Other than that, I'd recommend the shotguns with penetrator ammo if you can get in close. Otherwise, whatever gun you feel comfortable with + penetrator ammo. Use traps if you can as well so you can get your shots in on them a little easier.
