Why not just make it like in TF2 where the max damage is only capable when aiming down the sight long enough? Would stop people trying to quickscope or no scope if the dameg wasn't any good.

The Bear Stalker is by far the easiest to use and does the most damage by far. You can abuse it big time up close if you just charge it preemptively and walk around without scoping it, and it's superior at long range too. Now you have to change the other Snipers, but you can't walk around with them charged and they do less damage. How can that be considered balanced?
IMO, the Snipers went from balanced to useless - there's no reason to use them over the Partisan or Bear Stalker. Quickscoping was nothing near overpowered considering that the Partisan is easier to hit with and can 1-shot the small classes just the same.
IMO, this "balance" change was a case of the developers listening to newbies crying foul about game mechanics they didn't understand yet, and now the game's balance is suffering because of it.

With the pacing of this game, it's too easy to blindside snipers. You've got Smokes, Skates, Gliders, and Grapples. All of these things can easily blindside an unaware sniper. Taking away the ability to REACT quickly after spotting also kills "Proper" snipers.
You've also got Burly/Mighty and maybe even Tough or Nimble with Horse Healthy/Hard Target with body armor. Give them a Huntsman and a Buccaneer user who is "properly" scoping and tuned on the guy's head already still has no chance at any range. He'll easily lose in the blow-for-blow.
My guess on the 5 least used weapons in the game(PS3).

3. Deep Freezer
2. Bombadier
1. The Marshal
Game balance isn't going to suffer because anyone can't quick scope. No one is a noobie, Quick Scopers will have to get over it.
Why I was sniping today, Had no trouble whatsoever. Hm. People may need to git good with a secondary. If you really wanna snipe,you'll have to learn to counter things like any other game.

Yes you can or rather could, the change was to force you to charge instead of zooming around and no-quick scoping.
Snipers are very niche now but this has been true for a while with FPS'es, if you are a good aim you'll still do well with a sniper rifle the difference is now you require a dedicated setup.
Personally I like rolling with the Buccaneer (silenced) with a backup AP shell Chaperone with ninja smoke bomb and motion sensors making sure to take wallflower and hard target.
Sure I can't get into all the positions that grapple snipers can, but when I can pretty much travel around unseen and off the radar...I can be a lot more creative.
Good News. Over the past couple of days I have been using the Marshal and Buccaneer and have realized that they have been given a bit of a buff. Now you don't have to wait as long after you scope in for your shot to do full damage. You can't be nearly as fast as before the update but now they are quite usable again. Who said complaining never accomplished anything?
