Boomerang: Doesn't work if they are already heading in your direction. By the time your Boomerang locks on, they start dive bombing, and your Boomerang moves too slow. Hell, I've caught plenty of people off guard, threw a boomerang, and they glider faster than the boomerang anyway. It's a big fail when it comes to Mighty Dive Bombers.
Air Space Denier: Most people don't want to have to camp in one spot. By the time anyone see's a glider, odds are they will dive bomb you before you toss the thing out and activate it. It only works when your camping a spot.
Guns: Oh course everyone tried shooting one down. Doesn't do fast enough damage to kill them before or during the dive bomb.
Hatchet: They will usually hit the Dive Bomb button before the Hatchet deploys.
Here's a few working tips.
Stay Indoors: Ace Chemical and Docks can do this well. Power Plant, not many people go into the indoor areas, so you might not get any kills. Crime Alley is the worst offense, because all of the indoor areas are in out of the way corners that no one ever goes near. Amusement Mile has a few places to avoid them, but I never see anyone spam Dive Bomb in this stage, except for the balcony that Gas Blaster 2 normally is.
Spring Boot: Have a loadout ready with all of your preferred equips, but have Spring Boots as a Gadget instead. Whenever you hear a Dive Bomb dive, release the button, and spring into the air to avoid it. I personally never tested this, just an option I thought of. Double Jump Boots could probably work well if you time it right.
I know this game is meant to be fun but I'm just pointing out the obvious...

In regards to the guns and hatchet, merely pay attention to your surroundings and you'll likely spot them before they spot you. After all, you're searching for a large character model in the sky (or shadow on the ground if you're especially attentive) while they're looking for a small-large target on the ground.
The tips, however, are quite good, actually. Remaining indoors effectively negates the dive-bombing aspect of the loadout, however, for smaller characters, such as my preferred, you run the risk of trapping yourself. I find the greater maneuverability of the outdoors to be more than enough to avoid finding myself crushed beneath the larger body types.
