The guy holding the puppet is the puppeteer, the puppet is called scarface. It's was thought that the puppeteer was just insane, but it was later revealed that scar face was alive and killed his controller. And then replaced him.

For me, I love the idea of hatter but not a single writer has done him justice, hat gimmicks and mind control is boring. So it's Harley, I love how she is actually really intelligent, but actually puts on the accent and pretends to be stupid for the Joker. Such an interesting dynamic.
