When 3-5 players are using the exact same weapon with the same mod then you know there are balancing issues, it outputs more damage than it slows you down and with the scope it's pretty much guaranteed hits (usually 3-4 which is death).

Seriously, get better. There is literally a thread for everything but the bombadier to get nerfed. Figure it out. Play with a built team, communicate, flank, destroy. tweeks your loadout, make multiples for different situations. 4 snipes is devastating, for tickets are devastating, for of anything in the hand of a good team is gona own, this is nothing new.
And also, seriously. Check the code of conduct, this thread has been done about 4 billion times now. Search rhe forums, post in those. Posting repeat threads us against the code. Not trying to be a dick and I'm not reporting it, just letting you know.
I'm level 48, I don't have to learn about how devastating the Jackhammer is to any and all small body types, it doesn't matter what a smaller body type has equipped as a Jackhammer will kill them in 5 shots regardless to the loadout, yes there are strategies against it but the weapon isn't a strategic mastery weapon, it simply does too much damage for too little cost.
A whole team of Jackhammer users are probably gonna win just because they can put out much more damage than anyone else and with the current trend of each team using the gotdang Jackhammer then the whole match becomes null, especially in a hallway heavy map, no other weapons can come close to the Jackhammer without being a sniper rifle, and even then if you use the Scope then the Jackhammer can be used as a crude sniper rifle.
Sorry that the topic has come up so many times but without more than 1 thread bringing up the issue then I doubt the developers will care, same with the Thunder Dragon during Beta, there was plenty of posts about it and they plan on fixing it in the upcoming patch/DLC, I just don't want to see more than a couple months go by of EVERY gotdang user toting around a Jackhammer and ruining most reasons to play as the speedier body types.
I feel ya... And I'm a60, not new either... Not competing, just letting you know ed can debate it, cause neither of us are scrubs lol
I know you'll probably despise how I manage, but maybe not. (nsb and wallflower) flanking/position is more important in this game than the weapin itself. how often do you run into this problem with a built team over a pug team? While for mighties with jacks can put out a ton of damage, they really are at a disadvantage if you and your team attack from behind... There is no rush... Plan you attacks and pick your targets...
And might I recommend the dawn patrol? Its rate of fire and damage are devastating up close, a is the gatekeeper. They're my mighty droppers.

Gatekeeper owns it in close quarters
Huntsman owns it at distance.

Not to be a pedant but, the jackhammer will kill anything but a mighty with five hits, disregarding the horse healthy perk (in that case, a burly will be left with three health... you just need to sneeze on him and he will die).
But, It seems to me that the main difficulty is not with the gun per se but with the way that it stacks with the heavier body types and the defensive bonuses you can slap on to make for yourself an unstoppable tank. Boa, I know you are aware of the jackhammer + heavy thread that xDCP started. Anyone who is not should check it and the linked video out.

I have tried the Dawn Patrol but it never seems to put out enough damage to warrant it's use, my own tactic is to simply circle them and unload 1-2 extended mags into them, but I often end up getting demolished by his teammates (all with Jackhammers) before I can take out the serious threat, if I ran a constructed team then I'm sure a full team of Mighties with Jackhammers would be an easier target (relatively speaking) but with the terrible party options atm I usually only run pug groups (which I feel is a great way to learn your role, this game has a few roles to fill and there's no better way to learn than to be forced into it).
If the Mighty Jackhammer is alone then I stand a fairly okay chance but that's only if I get the heads up and if he himself isn't very skilled, a pro Mighty Jackhammer will chew me up and **** on my grave.
there It is. You pug. I do too, but you can't complain about the skill if their group when you willingly go in with scrubs, know what I mean?
