Though Hard Target is obviously the better choice, if you are having trouble with people using shotguns you may want to have a loadout with kinda bulletproof on rather than HT, seems like thats the best use for it.

but i used to 'hate' everything > toughs with kinda bulletproof!
now the persuader is golden anyways, so i don't really caaare.

There's too many people using thunder dragon and not enough persuaders to convince me to switch. On toughs and upwards its still better to have hard target.
